IL CONCORSO | THE CONTEST 

IT È bandito il concorso internazionale di cortometraggi PALASHORT, organizzato dall’associazione KUMA – ODV, con il patrocinio dell’Assessorato alla Cultura del Comune di Palazzolo sull’Oglio (Brescia). 

Il tema è libero e la partecipazione è gratuita. 

L’unico requisito per la presentazione del proprio cortometraggio è quello che venga girato prevalentemente a Palazzolo sull’Oglio (Brescia), o che tratti di argomenti e temi relativi alla città.

ENG The international short film competition PALASHORT, organized by the KUMA – ODV association, under the patronage of the Department of Culture of the Municipality of Palazzolo sull’Oglio (Brescia) is announced. 

The topic of the short movies is free and the participation is free.
The only requirement for the presentation of your short film is that it is mainly shot in Palazzolo sull’Oglio (Brescia), or that it deals with topics and themes related to the city

FINALITÀ | PURPOSE

IT Kuma ama Palazzolo e ama il cinema.
Palazzolo (città viva, con oltre mille anni di storia) è una realtà ricca, interessante e affascinante. Il cortometraggio è un ottimo e attuale strumento di espressione, di racconto, di analisi, di ricordo.

Palashort vuole essere l’unione dei due elementi: da un lato con lo scopo di far scoprire e valorizzare la città, dall’altro con l’intento di dare la possibilità ai cineasti di mettere alla prova la propria creatività con una sfida: quella di raccontare le storie che desiderano all’interno di una cornice ben definita e allo stesso tempo multiforme, ovvero la città di Palazzolo sull’Oglio.

Kuma loves Palazzolo and loves cinema.

ENG Palazzolo (a beautiful city, with over a thousand years of history) is a rich, interesting and fascinating setting. The short film is an excellent and up-to-date tool of expression, storytelling, analysis, and memory.Palashort is meant to be the union of two elements: on the one hand the aim of discovering and enhancing the city, on the other with the intention of giving filmmakers the opportunity to test their creativity with a challenge: telling the stories they want within a well-defined and at the same time multifaceted frame, namely the city of Palazzolo sull’Oglio.

REQUISITI | REQUIREMENTS

IT A Palashort possono essere presentate opere di genere Fiction, Documentario, Videoclip musicale, corto di Animazione e Videoarte.

La durata massima di ciascun cortometraggio è di 25 minuti.

Ciascun partecipante può presentare al massimo due opere.

Al momento della premiazione, la giuria del concorso selezionerà i vincitori in base a due criteri di valutazione, ovvero:

  1. Palazzolo, Terra di Visioni
    Cortometraggi in cui Palazzolo è fruita come set cinematografico: qualsiasi luogo della città potrà diventare la location di un corto di qualunque genere;
  1. Palazzolo, Terra di Storie
    Cortometraggi in cui Palazzolo è l’oggetto di analisi del cortometraggio: il cortometraggio parla e mette in luce un aspetto specifico di Palazzolo (ad esempio la sua storia, i suoi personaggi, i suoi monumenti, le sue associazioni, i suoi artisti ecc).

ENG Short movies can be submitted to Palashort in the categories of fiction, documentaries, music video clips, animated short films and video art.

The maximum duration of each short film is 25 minutes.

Each participant can submit a maximum of two movies.

The competition jury will select the winners based on two evaluation criteria, namely:

  1. Palazzolo, Land of Visions
    Short films in which Palazzolo is used as a film set: any place in the city can become the location of a short film of any genre;
  1. Palazzolo, Land of Stories
    Short films in which Palazzolo is the subject of analysis of the short film: the short film talks and highlights a specific aspect of Palazzolo (for example its history, its characters, its monuments, its associations, its artists, etc.).

PARTECIPANTI | ELIGIBILITY 

IT Può presentare il proprio cortometraggio:

  • qualunque cittadino italiano, o straniero abbia compiuto 18 anni prima dello scadere del bando (30 novembre 2023);
  • qualunque cittadino italiano, o straniero minorenne, purché vi sia la sottoscrizione del Modulo di Iscrizione da parte di un adulto referente;
  • tutte le scuole di ogni ordine e grado, italiane, o straniere, purché vi sia la sottoscrizione del Modulo di Iscrizione da parte di un adulto referente;
  • gruppi formali (associazioni, club ecc), o informali (colleghi, amici ecc), purché vi sia la sottoscrizione del Modulo di Iscrizione da parte di un adulto referente.

Non possono presentare alcun elaborato i tesserati come soci ordinari dell’associazione KUMA – ODV, nonché i membri della eventuale Commissione giudicatrice esterna. 

ENG Submission is open to:

  • any Italian citizen, or foreigner, who has turned 18 before the expiry of the call (30 November 2023);
  • any Italian citizen, or foreign minor, provided that the Registration Form is signed by a referring adult;
  • all schools of all levels, Italian or foreign, provided that the Registration Form is signed by a referring adult;
  • formal groups (associations, clubs, etc.), or informal groups (colleagues, friends, etc.), provided that the Registration Form is signed by a referring adult.

Ordinary members of the KUMA – ODV association, as well as members of any external Palashort’s judging commission, cannot submit any work.

ISCRIZIONI e SCADENZE | REGISTRATION and DEADLINES

IT Per l’iscrizione al concorso non è previsto alcun tipo di contributo economico: l’iscrizione al concorso è gratuita. 

La richiesta di partecipazione deve essere fatta obbligatoriamente tramite l’apposito Modulo di Iscrizione reperibile:

Il Modulo di Iscrizione dovrà essere compilato in ogni sua parte e spedito insieme a tutto il materiale video.

La scadenza del concorso è fissata entro e non oltre la mezzanotte di giovedì 30 novembre 2023 (farà fede la data del timbro postale o l’orario di invio del file). 

L’associazione si riserva altresì la possibilità di modificare la data di scadenza del concorso, se necessario. 

ENG There is no type of financial contribution to register for the competition: registration for the competition is free.

The request to participate must be made through the appropriate Registration Form available here:

The Registration Form must be fully completed and sent along with all the video material.

The deadline for the competition is set no later than midnight on Thursday 30 November 2023 (the date of the postmark or the time of sending the file will prevail).

The association also reserves the right to change the expiry date of the competition, if necessary.

INVIO CON SUPPORTO FISICO | SENDING WITH PHYSICAL SUPPORT

IT Al concorso verranno ammessi i cortometraggi che perverranno tramite busta chiusa e su supporto standard (DVD, o chiavetta USB).
Attenzione: i supporti fisici (DVD, chiavetta USB) NON saranno restituiti.

I supporti fisici (DVD, chiavetta USB) dovranno:

  • essere inseriti all’interno di una busta chiusa, sulla quale si dovrà indicare CONCORSO PALASHORT 2023
  • essere accompagnati dal Modulo di Iscrizione compilato;
  • spediti, o consegnati manualmente al seguente indirizzo:

ENG The short films will be admitted to the competition if they arrive by sealed envelope and on standard support (DVD, or USB stick).

Attention: physical media (DVDs, USB sticks) will NOT be returned.

Physical media (DVDs, USB sticks) must:

  • be placed inside a sealed envelope, on which you must write COMPETITION PALASHORT 2023
  • be accompanied by the completed Registration Form;
  • shipped, or manually delivered to the following address:

IT Al concorso verranno ammessi i cortometraggi che perverranno tramite mail all’indirizzo: kuma.palazzolo@gmail.com

Per inviare il proprio cortometraggio via mail si può usufruire:

  • del servizio wetransfer.com, gratuito per file fino 2 GB;
  • del servizio https://www.filemail.com/it, gratuito per file fino a 5 GB;
  • il file del cortometraggio deve essere accompagnato dal file del Modulo di Iscrizione compilato.

ENG The short films will be admitted to the competition if sent by email to: kuma.palazzolo@gmail.com

To send your short film via email you can use:

  • of the wetransfer.com service, free for files up to 2 GB;
  • of the https://www.filemail.com/it service, free for files up to 5 GB;
  • the short film file must be accompanied by the completed Registration Form file.

SUPPORTO IN LOCO | ON-PLACE SUPPORT

IT L’associazione KUMA – ODV vuole supportare la creazione di prodotti audiovisivi creati nella città di Palazzolo sull’Oglio: chiunque trovi delle location a cui non ha accesso è invitato a mettersi in contatto con l’associazione, che cercherà di fornire tutto il supporto necessario per avere la possibilità di girare ovunque se ne abbia l’intenzione (ove lecito). 

Gli organizzatori possono essere contattati mandando una mail a kuma.palazzolo@gmail.com: gli stessi si prenderanno in carico il compito di contattare le realtà che custodiscono le location per poterle rendere disponibili (ove possibile). 

ENG The KUMA – ODV association wants to support the creation of audiovisual products created in the city of Palazzolo sull’Oglio: anyone who finds locations which they do not have access to is invited to contact the association, which will try to provide all the necessary support to give you the opportunity to shoot wherever you intend to (where permitted).
The organizers can be contacted by sending an email to kuma.palazzolo@gmail.com: they will take charge of the task of contacting the institutions that guard the locations in order to make them available (where possible).

REQUISITI DI REALIZZAZIONE | TECHNICAL SPECIFICATIONS

IT Al fine di evitare gravi problemi di incompatibilità in fase di visione e proiezione del cortometraggio, ecco le giuste modalità da seguire per la realizzazione del cortometraggio:

  • in fase di RIPRESA scegliere lo standard di creazione europeo PAL (assolutamente NON lo standard di creazione americano NTSC);
  • in fase di MONTAGGIO editare/ esportare i propri cortometraggi in formati standard e accessibili, come .avi, oppure .mp4.
  • in entrambi i casi, fare molta attenzione alla qualità AUDIO del proprio cortometraggio.
    La presa diretta del suono/ delle voci, il volume della colonna sonora e i vari livelli audio vanno curati con attenzione;
  • Per chi fa editing/ montaggio usando AURICOLARI O CUFFIE si suggerisce di fare una prova di visione senza questi dispositivi, che spesso non riflettono il reale livello audio del proprio film (spesso l’audio editato con le cuffie è molto più basso dell’audio reale in fase di proiezione per il pubblico).

ENG In order to avoid major incompatibility problems when viewing and showing the short film, here are the right methods to follow for the realization of the short film:

  • in the SHOOTING phase choose the European creation standard PAL (absolutely NOT the American creation standard NTSC);
  • in the EDITING phase, edit / export your short films in standard and accessible formats, such as .avi or .mp4
  • in both cases, pay close attention to the AUDIO quality of your short film.

The direct recording of the sound / voices, the volume of the soundtrack and the various audio levels must be treated with care;

  • For those editing / editing using EARPHONES OR HEADPHONES it is suggested to do a vision test without these devices, which often do not reflect the real audio level of your film: often the audio edited with headphones is much lower than the real audio being screened for the public.

SELEZIONE e PREMIAZIONI | SELECTION and AWARDS

IT La selezione dei cortometraggi avverrà a giudizio esclusivo e insindacabile della giuria, che verrà nominata appositamente dall’associazione KUMA – ODV: potrà includere i suoi soci ordinari ed eventualmente anche altre persone esterne chiamate appositamente a giudicare le opere.

I PREMI previsti sono:

  • Primo Premio: targa + 650 euro (buono Amazon)
  • Secondo Premio: targa + 250 euro (buono Amazon)
  • Terzo Premio: targa + 100 euro (buono Amazon)

KUMA – ODV si riserva la possibilità di modificare i premi e il loro ammontare (sia singolo, sia complessivo) nel caso non siano pervenuti almeno tre cortometraggi validi, o per altri motivi rilevanti.

KUMA – ODV, inoltre, si riserva il diritto di assegnare ulteriori premi e Menzioni Speciali. 

ENG The selection of the short films will take place according to the exclusive and unquestionable judgment of the jury, which will be specifically appointed by the KUMA – ODV association: it may include its ordinary members and possibly also other external persons specifically called to judge the works.

The envisaged PRIZES and AWARDS are:

  • First Prize: plaque + 650 euros (Amazon voucher)
  • Second Prize: plaque + 250 euros (Amazon voucher)
  • Third Prize: plaque + 100 euros (Amazon voucher)

KUMA – ODV reserves the right to modify the prizes and their amount (both single and overall) in the event that at least three valid short films have not been received, or for other relevant reasons.

Furthermore, KUMA – ODV reserves the right to assign further prizes and Special Mentions.

KUMA – ODV reserves the right to use online solutions to perform the Award Ceremony if it is not possible to carry it out live.

CERIMONIA DI PREMIAZIONE | AWARDS CEREMONY

IT Gli autori delle opere finaliste potranno essere avvertiti tramite mail, oppure in caso di problemi via telefono e via lettera.
Solo durante la Cerimonia di Premiazione, che si svolgerà indicativamente nel mese di dicembre 2023, verrà annunciata la classifica finale del concorso. 

Le proiezioni, le premiazioni, le modalità e le tempistiche della Cerimonia di Premiazione stesse verranno comunicate solo in seguito alla ricezione di tutte le opere.

L’autore del film (o almeno uno di essi nel caso di lavori di gruppo) dovrà essere fisicamente presente alla Cerimonia di Premiazione, pena l’esclusione dal concorso e la conseguente mancata ricezione del premio. Sarà tuttavia possibile delegare un rappresentante solo con delega scritta e firmata. 

KUMA – ODV si riserva di utilizzare soluzioni online per effettuare la Cerimonia di Premiazione nel caso non fosse possibile effettuarla dal vivo.

ENG The authors of the finalist works can be notified by e-mail, or in case of problems by telephone and by letter.

The final ranking of the competition will be announced only during the Award Ceremony, which will take place in December 2023.

The screenings, the awards, the methods and timing of the Award Ceremony themselves will be communicated only after the receipt of all the works.

The Director of the film (or at least one member of the cast and crew) must be physically present at the Award Ceremony, under penalty of exclusion from the competition and consequent failure to receive the prize. However, it will be possible to delegate a representative only with a written and signed proxy, or to send a video to show during the Ceremony.

DISPOSIZIONI FINALI | FINAL PROVISIONS

IT La compilazione del Modulo di Iscrizione, firmata e inviata all’associazione KUMA – ODV, è da considerarsi come l’avvenuta accettazione incondizionata del regolamento. Ogni autore è responsabile, ai sensi di legge, della sua opera. 

Le spese di spedizione delle opere sono a carico dei proponenti.
L’associazione non si assume alcuna responsabilità per i supporti pervenuti già danneggiati, o per eventuali atti vandalici che non consentissero la visione del film. 

I DVD, o chiavette USB (supporto fisico) spediti all’associazione KUMA – ODV sono da considerarsi di proprietà della stessa associazione e non saranno restituiti. 

Tutti i cortometraggi partecipanti saranno pubblicati sul canale Youtube Kuma – Volontari della Cultura Palazzolo e promossi tramite i canali social della medesima associazione.

ENG The compilation of the Registration Form, signed and sent to the KUMA – ODV association, is to be considered as the unconditional acceptance of the regulation.
Each author is responsible, in accordance with the law, for his work.

The shipping costs of the works are borne by the proponents.

The association takes no responsibility if the supports are received already damaged, or if any vandalism should not allow to view the film.

The DVDs, or USB sticks (physical media) sent to the KUMA – ODV association are to be considered the property of the same association and will not be returned. 
All participating short films will be published on the Youtube channel Kuma – Volontari della Cultura Palazzolo and promoted through the social channels of the same association.
